Philip C. Dales
Philip C. Dales is an associate in the firm’s Land Use/Zoning Practice. With a master’s degree in urban and environmental planning and significant appellate experience, Philip offers unique insights to property owners and developers facing challenging legal and regulatory issues throughout Maryland.
Philip assists with aspects of the entitlement and approval processes while also representing clients with respect to planning, subdivision, annexation, licensing, and other related matters. He has particular experience with liquor licensing, and has obtained favorable outcomes in litigation involving issues ranging from special exception approvals to land use disputes affecting mixed-use properties.
He represents developers of mixed-use, multi-unit, single-family, and other residential and commercial properties, routinely appearing before state and local authorities and the Maryland courts. Based in the firm’s Bethesda office, Philip focuses his practice in Anne Arundel, Frederick, Montgomery, and Prince George’s Counties.
An Annapolis native, Philip worked at the Environmental Protection Agency in Washington, D.C., before earning his master’s degree in urban planning from the University of Virginia School of Architecture. He returned to the state for law school at the University of Maryland and practiced law at another Maryland-based law firm before joining Linowes and Blocher.
