Nathan J. Greenbaum is Of Counsel with the Land Use/Administrative Law Practice Group at Linowes and Blocher LLP. Mr. Greenbaum's practice area includes the land development approval process, water and sewer service and utility matters, administrative and legislative approvals at the State and local government levels, impact fees and credits, zoning, special exceptions, and variances. Mr. Greenbaum represents local and national clients before various local governmental agencies. Immediately prior to joining the firm, he served for over fifteen years as General Counsel to the Washington Suburban Sanitary Commission. There he served as Chief Legal Officer to one of the ten largest water and sewer utilities in the United States, a utility which serves 1.3 million people in Montgomery and Prince George's Counties, Maryland. The General Counsel's Office was charged with providing a full range of in-house legal services including litigation, legal advice and document preparation covering such areas as water and sewer utility, contract, tort, environmental, land use, governmental, administrative, regulatory, procurement, bid and protest matters. Mr. Greenbaum also directed from the Commission's Annapolis office the WSSC's legislative agenda before the Maryland General Assembly.

Prior to his service as General Counsel, Mr. Greenbaum served as Senior Assistant County Attorney for Montgomery County, Maryland, where he headed the land use and acquisition team. His practice included land use, zoning, eminent domain (condemnation), special assessment, municipal law and charter, solid waste, water and waste water, and sewer moratorium matters.
