Linowes and Blocher Partner Re-Appointed to Montgomery College Board
Stephen Z. Kaufman Appointed for Second Six-Year Term

Stephen Z. Kaufman, a senior partner with the law firm Linowes and Blocher, was re-appointed to a second six-year term. His term will begin on July 1, 2007.

Kaufman, a Brookeville resident, has served on the Montgomery College Board of Trustees since 2001. He joined Linowes and Blocher LLP in 1973, after serving as the assistant county attorney for two years in Montgomery County. Kaufman’s specializes in the areas of municipal law, land use and eminent domain. Kaufman earned a Juris Doctor from the University of Baltimore Law School, and a Bachelor of Arts from the University of Maryland.

Previously, Kaufman taught law as an adjunct professor at the George Washington Law Center for Land Use and Planning. He also served on the Subcommittee on the Revision of Planning and Zoning Legislation for the State of Maryland and the Real Estate Advisor Group of the Maryland Department of Transportation. Outside of his duties as a member of the Montgomery College Board of Trustees, Kaufman serves on the University of Baltimore Law School Advisory Board and the Board of Directors of the Olney Theatre Center for the Arts.

Members of the Montgomery College Board of Trustees, who are appointed by the Governor of Maryland, exercise general oversight for the College and are empowered to establish policies for implementing the College’s mission. Former Montgomery County Board of Education member Reginald M. Felton also was appointed to serve a six-year term beginning the same time as Kaufman’s. This will be Felton’s first appointment.

The Board’s responsibilities include setting the salaries and tenure requirements for the College president, faculty, and other employees of the College, as well as establishing entrance requirements, course offerings and tuition rates. Members serve six-year terms, with the exception of the student member, who serves for one year.
