Presenter – “Financing Considerations for P3 Projects” – Lorman Education Seminar program on Public/Private Partnerships in Maryland, Annapolis, MD” January 14, 2014

Jack Orrick and Richard Zeidman presented discussions before a packed room at the Lorman Education Services seminar on Public/Private Partnerships (P3’s) in Maryland held on January 14, 2014 at the Hampton Inn & Suites in Annapolis, Maryland.   Mr. Orrick spoke on the subject of financing considerations for P3 Projects, including the advantages and disadvantages of public vs. private funds, tiered financing, tax credits, state and local municipal bond authority, federal income tax-exempt bond requirements, and the use of TIF’s and special taxing districts to fund infrastructure. Mr. Zeidman was part of a panel discussion with Greg Ossont from the Department of General Services of Montgomery County and Brian (A.J.) Jackson of EYA, LLC which discussed the nuts and bolts of P3’s in Montgomery County, including the case study of the County Service Park in Gaithersburg, tips on structuring the P3 transaction, and documenting the P3 transaction.
