Linowes and Blocher LLP provided legal representation to StonebridgeCarras, LLC and PN Hoffman (and related entities) in a public/private partnership with Montgomery County to redevelop properties that were previously surface public parking lots in the heart of downtown Bethesda (at the intersection of Woodmont Avenue and Bethesda Avenue).

Linowes and Blocher LLP is providing legal representation to StonebridgeCarras, LLC and PN Hoffman (and related entities) in a public/private partnership with Montgomery County to redevelop properties that were previously surface public parking lots (known as Montgomery County Parking Lot 31 and 31A), separated by Woodmont Avenue in the heart of downtown Bethesda (at the intersection of Woodmont Avenue and Bethesda Avenue).  This public/private project began with a competitive selection process led by the Montgomery County Department of Transportation for the redevelopment of the public parking lots with a large (1100+ space) public parking garage facility with private development above. StonebridgeCarras/PN Hoffman was selected from this process and is redeveloping the under-utilized public land with the underground public parking garage facility (also housing some private parking for the project) spanning the entirety of the parcels, as well as private development above comprised of two residential towers separated by a relocated Woodmont Avenue, one being 162 apartment units and the other being 88 condominium units (including a significant number of moderately priced dwelling units and workforce housing units), 40,000+/-square feet of ground level, street-activating retail, and on- and off-site public use spaces and amenities (including a connection with the Capital Crescent Trail) that will further the identity of Bethesda Row as one of the more successful mixed-use urban neighborhoods in the region.

Linowes and Blocher LLP has played a significant role in this project that serves as an example of maximizing both public and private value and opportunity through a public/private partnership in the redevelopment of under-utilized public land.  The Land Use and Zoning Practice Group of Linowes and Blocher LLP has represented StonebridgeCarras/PN Hoffman throughout the redevelopment process, beginning with the County’s competitive process for selecting the County’s private development partner and thereafter through a very complicated set of land use and entitlement approval processes that included mandatory referral review for the public elements of the project and a zoning text amendment, rezoning, public road closure/abandonment, subdivision, site plan, and permitting processes for the private components of the project.  The Firm’s Real Estate Transactions Practice Group has also been instrumental in this project, including the negotiation of a General Development Agreement (and related legal documents) establishing the public/private partnership with the County, as well as legal representation of StonebridgeCarras/PN Hoffman for the public and private real estate and financing closings and related title work. The Firm’s Condominium Practice Group also has had a significant role, overseeing and authoring the condominium and other common interest documents necessary to allow for the integrated vertical and horizontal divisions of public and private interests throughout the project for ownership, financing, operations and allocation of public, private and reciprocal rights, responsibilities and obligations.
