Rockville Town Square

Rockville Town Square is a mixed-use public/private project in the heart of downtown Rockville consisting of 180,000 sf of retail, office, and restaurant space, 644 condominiums, 1,900 new parking spaces, a library and an art center to a Metro-accessible area.

Linowes and Blocher was involved in every aspect of this transaction, from structuring the terms of the general development agreement for the public/private venture, to the entitlements, and development. This unique project allowed the firm’s client, Federal Realty Investment Trust, working with Ross Development and DANAC, the City of Rockville and Montgomery County, to create a new urban core in downtown Rockville anchored by a new, 90,000 square foot regional library, and residential over retail components with a large public plaza.

Since portions of the land comprising the project were variously owned by Federal Realty, the City and various third parties, and Federal Realty’s land was encumbered by an existing shopping center, in addition to activities connected to the redevelopment project the firm had to negotiate a condemnation of our client’s property together with the buy out or relocation of various tenants in the existing shopping center.
