Speaker - Countdown to Charter Government 2014

Bob Dalrymple, Bruce Dean and Lisa Lawler Graditor of Linowes and Blocher LLP, hosted a seminar with FCBIA on Frederick County’s December 1, 2014's transition from a Commissioner form of government to Charter Government.  Community Interest in the event exceeded capacity, as over 90 industry members and candidates for County Council and County Executive attended this sold-out event co-sponsored by Linowes & Blocher LLP and the Frederick County Building Industry Association’s Land Use Council.   Lisa Lawler Graditor provided a detailed overview of the Frederick County Charter, highlighting the roles of the new County Council and County Executive.  Bruce Dean moderated the premier panel that included Ken Ulman, Howard County Executive and candidate for Maryland Lieutenant Governor, who discussed Howard County’s experience under Charter Government; Rocky Mackintosh, one of the original authors of the Frederick County Charter, who discussed the intent behind several critical provisions of the Charter; John Mathias, County Attorney and Chair of the Frederick County Charter Government Transition Team, who discussed impending staffing changes and necessary Code amendments; and Bob Dalrymple, who drew upon his experiences advocating for industry clients in Montgomery County, to discuss how the Frederick County building industry can expect certain key County functions (such as zoning text amendments and comprehensive re-zonings) to change with the transition to Charter Government.
